Pension system

Japan’s pension system was established to stabilize people’s lives in the future.
The pension is provided when you get old, become disabled, or die.
Public pension systems include employee’s pension for company employees, various mutual pension for public servants, and national pension for other people.
“Pension Handbook (Nenkin-techou)” is issued for each member of public pension systems. You have to fulfill certain conditions and follow certain procedures to receive a pension.

National Pension

This is the system to provide “basic pension (kiso-nenkin)”.
Every resident in Japan from 20 to 59 years old has to join the system regardless of his or her nationality.
To join national pension system, you have to submit an application to the municipal office.
But if you are already a member or a family dependent of a member of employees’ pension/insurance or a benefit society, you do not need to make an application.
The premiums should be paid during the specified periods at a bank, a post office and other institutions. You can also pay at a convenience store.
You can also pay the premiums automatically from your bank account or by credit card.

Employees’ pension

Every full-time company employees under 70 years of age has to join this system. The necessary procedures are carried out by the company. The premiums vary depending on the employee’s wages, and 50% of the premium is paid by the employer and 50% by the employee. The employee’s share of the premium is subtracted from his or her wages and bonuses.

When leaving Japan

When a foreign resident who paid premiums for 6 months or longer for national pension or employees’ pension leaves Japan and has no intension to return to Japan, he or she can get a “withdrawal lump sum pension refund (dattai-ichijikin)”. The amount of the refund varies depending on how long the premiums were paid.
Inquire at the Kakegawa Pension Office for further information, such as the papers required for the refund. You can apply for the refund within 2 years after you leave Japan.  Send the papers required for the refund to Japan Pension Service, if you apply for the refund from abroad.

Resident Card (“Zairyu Card”)

The Residency Management System is a system to assess situations of foreign nationals who have status of residence and have lived in Japan for mid to long period of time. Any eligible person of this system is issued a Resident Card on which his/her name, address, date of birth, sex, status of residence and period of stay are printed.

The following foreign nationals are NOT subject to the residency management system:

  1. Persons granted permission to stay for 3 months or less
  2.  Persons granted “Temporary Visitor” status including tourist visa
  3.  Persons granted “Diplomat” or “Official” status
  4.  Persons recognized by Ministry of Justice ordinance as equivalent to the foreign national in the aforementioned (1) to (3)

(1) What is a neighborhood government district?

Citizens at each local community take effort to build a better place to live by working all together.
Each neighborhood government district has an association where the people at the designated neighborhood district help each other to live comfortably. It has various programs to keep the neighborhood safe and easy to live in and to prevent crimes.
It is important for each citizen to participate to build a better community. Please take part in your local neighborhood government association to build friendships and to seek mutual aid in case of emergencies and disasters.

○Life-related Procedures□Seal Registration△"

In Japan, there are various occasions you should use a seal (“inkan”). A seal is required when you rent a room, make a bank book, buy a car, and go through procedures at the governmental office and/or at work. As you can see, Japan is “Society of Seal”.

Especially, a registered seal is very important and you should register your seal very carefully.

・Who can register a seal?

Anyone who is 15 of age and older and registered as a citizen of Kakegawa City

 ・How can you make your own seal?

You must order your own seal (“inkan”) at a special “inkan” shop. A seal which is mass produced such as ones being sold at 100 shops cannot be registered because there are some cases where you seal is used for bad ends and, even worse, your property gets stolen.
When you order your seal, use characters shown on your residence registry (“Jumin-hyo”) as your name. A seal can be made with your alphabetized name if it is registered on the residence registry.
You can use characters (Kanji, Hiragana, or Katakana) of your commonly used name for your own seal ONLY IF it is registered.
When you order your own seal, please make sure to include both your family name and given name. Your name on a seal cannot be abbreviated.
Since it costs thousands or even ten thousands, it is recommended that you visit the city hall and ask its advice for ordering your own seal.

・Where can you register your seal?

The seal registration can be accepted at the City Hall (Counter #2 at public affair division), Daito Branch, and/or Osuka Branch. Please make sure that a registrant come and apply for the seal registration in person.

・What should you bring for the seal registration?

Note: Your seal registration can be completed on that day but please note that it may take time for the registration procedure.
There are some cases where you are asked to re-order your seal or to register your commonly used name. In those cases, your seal registration cannot be completed that day and you have to come back for the procedure again. Please allow enough time for the seal registration.
Once the application process is completed, a personal seal registration card (the”Card”) will be issued to you. You need the “Card” for the issue of a personal seal registration certificate (the “Certificate”). The “Certificate” cannot be issued without the “Card”.

There are 30 prefectural public housing apartment houses in western part of Shizuoka Prefecture.

They are in Toushin-cho (Iwata city), Aoki-cho(Fukuroi city), Horikoshi(Fukuroi city), Shimomata-minami(Kakegawa city), and Aobadai(Kikugawa city).

Children from 0 years old until the age of finishing junior high school (the first March 31 after becoming 15 years old) meet the requirements.

When you get the right to receive child allowance due to childbirth or a move, you have to make an application for it.

This allowance is provided for one-parent family to raise children.

1  Who can receive child rearing allowance?
A mother who takes care of her child, a father who takes care of and is under the same livelihood with his child or a person (i.e. rearer) who takes care of a child for his/her parents.  The child also must fit the following conditions.

However, a part or whole amount of the allowance may not be paid due to some restrictions such as income limitation.

If the person is receiving the public pension but the monthly pension amount is lower than the monthly child rearing allowance amount, any excess amount can be paid.

○Welfare□Assistance of Payment of Medical Bills for Children△"

There is an assistance program to cover medical expenses paid on or before March 31 of the fiscal year for inpatients and outpatients who are 18 years old as of that time. The children have to be the residents of Kakegawa city and must be insured by health insurance.

(1) Payment at your own expenses

Inpatient: free of charge
Outpatient: Preschooler: free of charge
Elementary school students and above:500 yen per one time. If the insurance medical fee is less than 500 yen, the amount of the fee is the payment. It becomes free of charge after fifth visit to the clinic/hospital.
※The amount of payment by insurance will cover both for inpatients and outpatients (meals while staying at the hospital, usage of private room, written documents, containers for medicines are at your own expense.)

(2) Issue of Medical Cost Recipient Card

A Recipient card will be issued to the applicable child. Please fill out the application form and submit it at Kodomo Kibo-ka (Child Affairs Division) of the City Hall or at the branch offices.
Please attach the copy of the insurance card that shows the name of the child.

(3) How to receive an subsidy for children’s medical expenses

You can receive a subsidy by showing the recipient card along with your health insurance card at the clinic/hospital.

(4)Please claim a refund under the following circumstances.

  1. When you could not show the children’s medical expenses recipient card when you visited the clinic/hospital.
  2. When you visited a clinic/hospital outside of the prefecture you reside.
  3. When you visited a clinic/hospital which does not provide the Assistance Program for Children’s Medical Expenses.
  4. When you paid at your own expenses for public funded medical expenses like the child-care benefit for premature babies and Ikusei Iryo (Assistance Program of Medical expenses for children under the age of 18 who have physical disability or disease that is classified by the government.)

You need to bring health insurance card of your child, seal, applicant(parent)’s bank book (postal bank account is not applicable), children’s medical expenses recipient’s card, a receipt that includes the statement of the consultation at the clinic/hospital. ( A receipt only is not acceptable.)

Note:  The medical cost which passed over a year from the date of consultation cannot be subsidized.

 Japan has a 9 year compulsory education, 6 years of elementary school (6 – 12 years old) and 3 years of junior high school (12 – 15 years old).
 Many children also go to kindergarten or nursery school before entering elementary school.
 After graduating from junior high school, many of the graduates attend high school and afterwards, university or college.
 There are also schools for technical and vocational training.
 School year begins in April and ends in March.

Nursery schools

In case parents cannot take care of children below school age in the daytime because of work, illness, etc., nursery schools can take care of such children instead.

School fees of classes for children of 3 years old to 5 years old are free. School fees of classes for children of 0 year old to 2 years old are determined according to the amount of income tax or municipal tax paid by the parents

Kindergartens

Kindergartens are educational institutions for children of 3 years old to 6 years old who have not yet entered elementary school.

Children who live in Kakegawa can apply for entrance into any public kindergarten in Kakegawa.

School fees are free.

Apply for entrance directly to the public kindergarten you want your child to enter.

For information about private kindergartens, ask at any private kindergarten.

Elementary schools, Junior high schools

In Japan, elementary school (6 years) and junior high school (3 years) are compulsory education.

For public elementary and junior high schools, lessons and textbooks are provided free of charge.

You must pay for school lunches, learning materials, and school excursions.

Children of foreign residents are not obliged to attend elementary and junior high schools in Japan, but they can attend these schools if they choose.

In such a case, apply for school entrance at the School Education Section (Gakko Kyouiku-ka), Board of Education.

You need to bring the child(ren)’s residence card (“Zairyu Card”) and a seal (“Hanko”) for the application.

The school your child(ren) attend(s) is determined according to your address.

<Entrance into Elementary School>
If you are the parents of registered child(ren) of Kakegawa who will reach an elementary school age in April the following year, a guide to public school attendance is sent to you in August.  If you wish to have your child(ren) enter the school, please fill out “Koritsu Gakko Shugaku Negai (Application for Public School Attendance)” and submit it to the School Education Division (Gakko Kyouiku-ka), Kakegawa City Board of Education.  Please bring your applicable child(ren)’s Zairyu Card or alien registration certificate and a seal (“Hanko”).  Notices of pre-entrance medical checkup are sent in the middle of September to the parents of the child(ren) who have submitted the application for school attendance. (The pre-entrance medical checkup is conducted from the middle of October to November at each school.)

Notices about school entrance are sent later by the middle of February.

<Entrance into junior high school>
A guide to public junior high schools is sent in November to sixth graders who are about to graduate from public elementary schools. If you wish to have your child(ren) enter the school, please submit “Koritsu Gakko Shugaku Negai (Application for Public School Attendance)” to your child(ren)’s school.
Notice about entrance into junior high schools are sent in the middle of February to the applicant’s family.

Financial aid for school attendance

Financial aid is provided to families which have financial difficulties in having their children attend schools.

Such families can get financial aid for part of their children’s expenses for school supplies, school lunches and so on.

To apply for the aid, you have to submit documents to certify your financial difficulty.

Whether you can receive the aid or not is determined through examination.

○Taxes□Income Tax△"

(1) Withholding system

When employers pay wages to employees, the employees’ income tax is deducted from the wages and employers pay income tax on behalf of employees. This is called the withholding system (gensen-choushuu).  Employers calculate the amount of income tax paid in a year, and give employees tax withholding slips (gensen-choushu-hyou) in January next year to notify them of the amount of wages, exemptions, and income tax.  Keep your tax withholding slip cafefully, because it will be necessary when you apply for extension of period of stay, rent a room, or file tax returns (kakutei-shinkoku).  Inquire at Kakegawa Tax Office about withholding system if you live in Kakegawa City, Kikugawa City, and or Omaezaki City.

(2) Year-end adjustment

Employees’ income tax is deducted from their monthly wage and paid to Tax Offices by the employer.  In December, companies calculate the amount of income tax deducted from employee wages throughout the year and adjust the amount of tax when paying the last wages or bonuses of the year.  This is called “year-end adjustment (nenmatsu-chousei)”.  You can get tax exemption if you submit documents to the company at the time of the year-end adjustment certifying that you are paying life insurance premiums or have dependents.  If you have dependents, show the marriage certificate or the birth certificate to the company as a proof.  Even if your dependents live in your home country, you can get tax exemption with a document which certifies overseas remittance to your family.  If these procedures mentioned above are precisely carried out, most employees do not need to file income tax returns (kakutei-shinkoku) to Tax Offices in person, because companies adjust employees’ income tax.  If you submit an application for exemption for dependents to the company, even when it is not time for year-end adjustment, you can get tax exemption from the next month onward.  Inquire about year-end adjustment at Kakegawa Tax Office, if you live in Kakegawa City, Kikugawa City, or Omaezaki City. (3) Income tax return

Employees’ income tax is deducted from their wages every month, so they do not need to file income tax returns (kakutei-shinkoku) if the year-end adjustment is carried out by the companies in December.  But, if the year-end adjustment was not done or in the following cases, you will have to file an income tax return in person.

The period for income tax return is from February 16th until March 15th every year (except Saturday,holiday and Sunday). If March 15th is Saturday, holiday or Sunday, the deadline is Monday next week.  Income tax returns are accepted at JA Kakegawa-shi Chagyou Kenshu Center (tea industry training center).  If you have to file a tax return outside this period, consult with Kakegawa Tax Office.  In case the amount of tax withheld or prepaid exceeded the amount of tax calculated from the total income of the year, you can file for an income tax refund (Kanpu-shinkoku) at any time from January on, even outside of the period of income tax return, with the documents required for the refund.  It is advisable to go to the location of income tax return with someone who has a good command of Japanese language.

(4) When leaving Japan

In case a foreign resident who needs to file an income tax return is to leave Japan before the specific period of income tax return, the tax return must be filed before leaving.  But, if you use a tax payment manager (nouzei-kanrinin), you can have the manager file a return on your behalf in the period of income tax return.  Any resident in Japan can be a tax payment manager. Give the manager a photocopy of your resident card (Zairyu Card).  Inquire about income tax return at Kakegawa Tax Office, if you live in Kakegawa City, Kikugawa City, or Omaezaki City. ○Taxes□Inhabitants Tax△"

 Inhabitant tax, which consists of prefectural inhabitant tax and municipal inhabitant tax, is collected in order to financially support public services of local public bodies.
Residential tax is taxed to your previous year’s income. You have to pay inhabitant tax to the municipality in which you resided on January 1st of the year.
If you have moved out of Kakegawa on January 2nd or later, you must pay the tax to Kakegewa City this year.
If you have moved to Kakegawa on January 2nd or later this year, you must pay the tax to the municipality in which you resided on January 1st.

Payment of inhabitant tax

There are two ways to pay inhabitant tax.
The tax may be deducted from your wages.
Otherwise, you have to go to a financial facility (bank, or convenience stores)
and pay the tax there, bringing the bill sent from the municipal office.

○Taxes□Taxes on automobiles△"
  1. If you own an automobile on April 1st, you have to pay annual automobile tax to the prefecture this year, and if you own a light vehicle or a motorcycle, you have to pay light vehicle tax to the municipality.Pay the tax by the due date with the bill for tax payment sent from the prefectural or municipal office.The amount of the tax is decided according to the type and the cylinder volume of your vehicle.
  2. When you buy, sell, or scrap an automobile or a motorcycle, or change your (the owner’s) name or address, you have to report it to the authorities.The office you should report it to, and the documents required for the procedure vary depending on the type of your vehicle. ○Taxes□How to Pay Taxes△"

Currently, there are two ways to pay city tax. One way is to pay at the designated banks and other financial institutions with the statement or convenient stores nationwide, and city office and branches.

Suruga Bank, Shizuoka Bank, Shimizu Bank, Shimada Kakegawa Shinyo Kinko, Hamamatsu Iwata Shinyo Kinko, Shizuokaken Rodo Kinko, Kakegawashi Nogyo Kyodo Kumiai, Enshuyumesaki Nogyo Kyodo Kumiai, Yucho Bank and Post Office, and Mizuho Bank.

Note:
1. Special payment slip is required for payment at the Yucho Bank and post offices.
2. Convenience stores cannot handle the following payment slips:
・Those that do not have a barcode printed in the lower left corner of the statement of Payment
・The handling deadline has passed
・More than 300,000 yen in a single payment slip

The other way is to pay by transferring your tax payment from your account of the designated banks or other financial institutions above. In this case, you need to bring your bank book and seal used at your financial institution and submit a request for direct debit payment at the financial institution.

○Medical Insurance and Pension□NATIONAL HEALTH INSURANCE△"

Those who are eligible to live in Japan for three months and more and register their addresses have the right to enroll the National Health Insurance. The followings are not subject to the National Health Insurance enrollment: those who need to enroll their social health insurance provided by their workplace or late-elderly medical insurance, or receive the living support from the municipal government.

INSURANCE TAX
One’s insurance tax amount is calculated from his/her previous year’s annual income and noticed to him/her by the end of every July.
Insurance tax amount for people with foreign nationalities is minimum in its first year since they have no previous year’s income earned in Japan. Their insurance tax amounts vary depending on their annual income earned in the previous year starting from the second year.
You can pay your insurance tax at a bank/post office in the city or at a convenience store. You can request a bank transfer.

BENEFIT
Benefits are paid for medical expenses, childbirth and child care expenses, funeral expenses.

In the following cases, you have to report them to the City Office within 14 days.

Report the birth to the City Hall within 14 days including the day of the birth. You need the child’s birth certificate (“Shussho Shomeisho”) to report the birth. The birth certificate (“Shussho Shomeisho”) is issued at the hospital where the child was born.

When foreigners report above cases in Japan, please inquire at the City Hall in advance. Procedures and necessary documents vary depending on the country.

Reporting the Death

 When to Report Death

You have to report death with the hospital death record (“Shibo Shindan-sho”) issued by the hospital within 7 days.
