( 1 ) Residency Management System
Resident Card (“Zairyu Card”)
The Residency Management System is a system to assess situations of foreign nationals who have status of residence and have lived in Japan for mid to long period of time. Any eligible person of this system is issued a Resident Card on which his/her name, address, date of birth, sex, status of residence and period of stay are printed.
The following foreign nationals are NOT subject to the residency management system:
- Persons granted permission to stay for 3 months or less
- Persons granted “Temporary Visitor” status including tourist visa
- Persons granted “Diplomat” or “Official” status
- Persons recognized by Ministry of Justice ordinance as equivalent to the foreign national in the aforementioned (1) to (3)
- Special permanent residents
- Persons with no resident status (an illegal resident)

・ Special Permanent Resident Certificate Special permanent residents will be issued a special permanent resident certificate at the city hall where he/she resides.

Preparation of Residence Certificate
A person who is subject to a resident card (“Zairyu Card”) or a special permanent resident certificate can apply for a residence certificate (“Jumin-hyo”) as a foreign resident.
